From the standpoint of technique the stippling creates definition as well as shadow slightly softening the effect of the forceful images without taking back any power. Both dragons appear as men in full even though the drawing depicts partial torsos.
Print out this picture, trace over it to practice the stippling. It can take time with pen and ink it, but the effect is worth the effort to learn. Try changing the position of the figures.
